Dale Armstrong, Reserve Specialist
President of Armstrong & Associates, Inc. and a resident of Hawaii since 1981, Dale Armstrong has been in the construction industry for over 25 years. He is qualified by the U. S. Army Corps of Engineers Contractor Quality Control, holds a Special Inspector's License (#SI-87 City & County of Honolulu) and is a CAI member serving as Vice Chair of the National Reserve Study Designation Committee. Dale was first in the nation to receive his Reserve Specialist (R.S.) designation. He has performed construction management in Hawaii for multi-million dollar projects, which include Radford High School and Historical Renovation of the Winstedt House - Kapiolani Park. Dale is also acknowledged as an expert witness for Construction Management and Cost Estimating in Hawaii Courts. Dale has performed consulting worldwide from projects ranging up to $1.5 billion. Recently, Dale was instrumental in revising Hawaii State reserve laws to include cash flow funding at a tremendous savings to the industry. Dale has inspected over 1,500 single family and multi-family units.

Robert Wilder, Reserve Specialist
Robert Wilder is a Certified General Appraiser in the State of Florida. He graduated from the University of Florida with a Bachelor of Science in Business, majoring in Finance. Over the years, he has taken various real estate evaluation courses with the University of Florida and the American Institute of Real Estate Appraisers to further his career as a real estate appraiser. Robert has completed insurable value appraisal and reserve study reports for individual property owners, condominium and homeowner associations, insurance agencies and property management groups. His insurance value appraisal assignments range from single-family homes to high-rise condominium buildings, as well as some commercial and industrial properties. Robert has completed over 150 reserve study assignments that include hotel properties, time-share developments, condominium resort developments, golf course country clubs, residential condominium associations and homeowner associations. He has completed real estate appraisal reports for individuals, attorneys, banks, savings and loan associations, and various state and local government agencies for valuation, evaluation and analysis. His assignments have included reports for litigation and mortgage purposes, involving a multitude of property types.

John Hopkins, Construction Manager & Reserve Associate
John Hopkins is a Construction Management and Reserve Study Associate whose background includes more than 16 years of experience as a Contract Administration Manager, working in the public and private sectors to design, develop, implement and maintain contracts and projects based on assessment of all factors. John graduated from the University of Southern California with a Bachelor of Chemistry and Biological Science. He has gained additional education in Business Management, Hazardous Materials Management, Industrial Hygiene and Safety, Project Management, Government Contract Administration, Federal Acquisition Regulations, Contract Negotiation, and the Davis-Bacon and Service Contract Acts. John's experience includes success as a Program Manager, hiring, training and supervising as many as 40 contract support personnel and numerous subcontractors involved in maintaining approved job cost accounting and procurement systems, ensuring compliance with applicable acquisition regulations and policies, adherence to all contract terms and conditions, and serving as liaison/interface with customers to maintain continuity, time lines and quality standards. As Program Manager, he has supervised more than 200 field personnel and 500 subcontractors implementing EPA and DOD contracts worth more than $850 million.

Roscoe Ford, P.E.
Roscoe Ford is a Registered Structural (1974) and Civil (1973) Engineer. He graduated from Colorado State University, BSCE, MSCE, specializing in Structural Engineering. Roscoe has lived and worked in Hawaii for 27 years and has structural design experience in all building materials, subdivision, and lot layout for civil design.

Tom Hackett, A.I.A.
Tom Hackett has been working in Hawaii’s architecture for 28 years, and has been a Registered Architect for 11 years. He graduated from the University of Hawaii, School of Architecture, B.F.A. Environmental Design and has worked on a wide variety of successful projects ranging from Commercial and Industrial to Top-End Custom Residential.

Patrick Charron, M.B.A.
Patrick Charron is a Systems Administrator and has a versatile background. He graduated with an MBA in International Business/Management from the University of Hawaii at Manoa. Patrick earned a Bachelor's degree in Business Administration with a minor in economics from the University of Hawaii at Hilo. He also has an A+ CompTIA certification. Patrick is originally from Quebec, Canada and is fluent in French.

Cheryl Kim, Office Manager
Cheryl Kim is the company's office manager and bookkeeper. Prior to joining us in 2001, she managed a financial services firm and a consulting CPA's practice. She has over 12 years of small business administration experience, and independently provides bookkeeping services for small business owners. Cheryl attended the University of Hawaii's Business Administration program where her studies emphasized accounting.

Finn Armstrong, C.M.A. and Reserve Associate
Finn Armstrong is a Construction Management Administrator and Reserve Study Associate. He has over 4 years of experience in working with various construction projects. His field knowledge includes various applications of foundation work, steel and wood framing, painting, roofing, custom tile and stone projects, and landscaping. Finn is advancing his studies with continuing education.
